All default cars and cars based on default cars are broken

All of the default cars when spawned show a fully red tachometer that just reads '4'. Any vehicle that was not made from scratch and built onto a default car is also broken, such as the ETK 800 Sedan and the Chevy Impala.
I have cleared the cache and still nothing. The only default car that works is the Mirimar.
