Performance Problems

I have some performance Problems. i have 1.9 gig of space (even though i still have 9 gig left looking at it), IntelR HD Graphics Card (which is a critical problem), Using Windows 8.1 86x, and a IntelR 2.16GHz CPU. Is there any way i can make the game faster? its only running at 10FPS all the time. here an image of the performance below if it helps.
