FPS drop on tire smoke

After the newest update my game drops to about 4 fps when there's some tire smoke, it has never done that before and dropping the graphics settings doesn't help at all, is this a known bug? The game usually runs on my system at around 50-60 fps depending on the map and I have the settings on normal. It makes the game almost unplayable. Any help is appreciated thank you.
