Create Bug-Reporting tool in-game

Why, you may ask? Almost all of the bug reports I see are people complaining about mods not working or are bugs caused by mods. An in-game bug-reporting tool can disallow bug-reporting if there are mods activated, the game version is out of date, etc.

Bug reports from the tool will be posted to the Bug Reports forum, and all generic members will not have thread creation rights, but they can still reply to other bug reports.
